"Way low" could also mean the shocks are sitting on their bump stops so the shocks aren't doing anything. Unless the shocks were shortened or higher camber plates installed I doubt there is much if any shock travel. I would check that first. Our race car doesn't set as low as "full quacks" and we had about 1 1/4" of shock travel in the front. That was one of the reasons I went to the Fox Shock.
