When the motors running oil pressure pushes the ball upwards and stops at the bottom of the slotted banjo bolt because it's thicker than the hole.
The two slots at the bottom of the bolt act as oil flow restricters to reduce the amount of oil going to the turbo. When you shut the motor off the ball goes back into the bottom of hole #2 and seats there acting as a check valve keeping oil in the line going to the turbo bearing housing while the motor sits after shutdown.
