If this is the case and you want to be as competitive as you can, you might want to build the widest HP band you can. Maybe using programmable boost control that pushes boost on the lower rpm and pulls it back in the upper rpm. A cam that is effecent at lower rpm might be a better fit with this strategy.

It would be interesting to build a motor that makes say 400 hp from 4500 to 6500rpm depending on the power to weight class. This would give you a much higher average HP with the same peak HP as others in your class.
