Looks like someone installed a brass male spade terminal under one of the blow off valve end cover nuts so they could push the factory female spade terminal on there grounding it to bypass the overboost sensor.
Look closely, you can see it.

I did the same thing on mine when when I was still running a shortneck intercooler and the origonal blow off housing because the origonal overboost sending unit was worn out and oversensitive and would sometimes disconnect the ground to that wire shutting off the fuel pumps around 9.5bar.

I mounted a male spade terminal like that on the rear support bracket next to the overboost sensor on my longneck intercooler too and it's good to have as a backup if the sensor goes bad.
