Long Neck and 50 State have nothing to do with one another.
The long neck intercooler is OEM on the 965, the short neck intercooler is OEM on the 930. Both engines are CIS 930 engines so the 965 setup can be used on the 930 engine. Any performance benefit is from a larger intercooler and not the long/short neck as that is just BOV packaging.
Most any turbo is better than the stock 3LDZ. The K27-7200 is the stock upgrade replacement for the 930. Garrett turbos are not designed for the 965/930 and must be adapted to work. Many are using them so the adaption process is documented.
The 965 uses the long neck IC and 7200 as stock equipment so all parts are available to bolt it on to your 930.
