wastegate valve seating question

As per my other post, I have exhaust puffing out my wastegate dump pipe even at idle. I can pressurize the line on the WG and when I take it off can hear the valve thunk as it returns to closed position.

For those who perhaps have had their stock wastegates apart, the flange that the valve seats on is actually seperate; it slides over the four studs and a gasket goes between it and the header. When I slide the seat over the studs and it comes in contact with the valve face, there is still a space between the flange and the cast body of the WG. What I've noticed during install is that when I tighten the nuts, I can run the nuts all the way down and close up that space. Should I go that far, or is that possible unseating the valve and causing my WG to pass exhaust even at idle?
