Update- I determined that you do need to tighten it so that the gap disappears. I loosened mine and something seemed to "pop" into place. I then went around and equally snugged each nut about a 1/2 turn at a time, and the valve now seats properly and exhaust does not leak out the dump pipe at idle. In hindsight, if you did not tighten so that the gap closed, some gases could escape through the gap rather than out the dump pipe when the WG opened. Live and learn (and post for the next guy using Search).
