Directly from the manual:

ADJUSTING IGNITION TIMING FROM 1978 MODELS

Adjusting Values:
Europe. R.o.W.
29 before TDC at 4000 rpm

Europe version requires the detachment of vacuum
hose at distributor. It remains connected for USA,
California and Japan versions.
In my eyes, there is a little translation fault:

In the German manual it says to adjust to 0 at idle with hose connected, then check at 4000 rpm and it should be 29. if not, somethings wrong with the distibutor
