Inaccurate gauge, someone put a .6 bar spring in the wastegate or your .8 bar spring has lost it's temper and softened up, wastegate valve stuck partially open, turbo compressor or turbin blades damaged or worn bearings/out of balance/badly coked-up torbo.

I presume you're familiar with what .8 bar feels like, enough to know that what you're feeling and not just seeing on the gauge isn't right....right? I would start with the WG...take it off the car and inspect, put air pressure to it and watch the valve action.
