In the past I put a sheet of thin Mil plastic down on the concrete floor and then took a heavy canvas tarp, folded it in half, and put it down on top of the plastic. I parked the car on top of that and covered the car with a blanket

I then wired a 40 watt bulb inside a metal coffee can with no lid. I sat this on top of a piece of floor tile and put it on the passenger side floor. The light stayed on all winter. on the coldest days when I would go out to check, the interior was nice and dry and warm.

A little quirkey, sure. But I think it helped.

Last year I insulated the garage walls and put foam insulation on the garage doors. I also installed a 6 foot baseboard heater and kept the thermostat set low. I still used the plastic and canvas tarp. That made a huge difference.
