It's a function of open area, and it's not linear. You get the biggest change in area the first 5% of throttle plate movement and the least in the last 5%.

There was a chart somewhere on the web that showed throttle body opening as a relation to plate angle, but I can't it right now. I guessing it's less than 10%.
