Yep, it needs to be able to vent at the top of the housing or the diaphram won't move in response to boost pressure. If I recall, my stock WG had a banjo and hollow bolt up top and a steel line leading to nowhere. If your WG is working ok, then maybe you've got a banjo with the end cut off to allow it to vent? Just a thought...
