For them to achieve decent efficiency I suspect they would have to be well ducted to ensure the charge flows through the fins like on the NSX link. Just sticking them in a tank probably ain't going to let them achieve there potential.

correct. they have to be ducted, and in all coolers have seen, the core is housed in an aluminum tube that is slotted at the intake and outlet side. i will find some pics and post them. a good overview is here
