Here's a few pics to ponder as an option.
I removed the heat sheild, the rubber seal between body and bumper and the rear valance. The bumper also picked up some slots behind the turbo.
It gets pretty hot here in summer so I worked on the principle of getting as much air through that area as possible, as opposed to trying to keep it in with shields and seals. Euro-style bumper rubbers helped make space for the slots and the number plate.
It works for me.

1988 Carrera - 3.6 engine (with ITBs, COPs, MS3X) and a whole set of turbo body panels waiting in the attic.
