The fuel pump(s) activate when the metering plate senses vacuum and deflects as a result of the engine turning over. The fuel distributor/metering plate has a switch internally that activates as a result of the metering plate moving on its fulcrum.

Disconnect the green plug on the top-backside of fuel distributor, turn the ignition to 'on'....you should then hear the fuel pumps running. Avoid pushing on the metering plate with the ignition on This causes raw fuel to be dumped into the intake runners via the injectors.
