I would get the car sorterd out and running properly as it is, before changing to a different turbocharger, unless you have reason to believe that the current turbo is shot. Definitely get rid of the cat and go with a good aftermarket muffler as planned.

Turbo replacement isn't that big of a chore even with the engine installed. By just removing the muffler, you're half way through the task. Save your pennies and spend them first on what's needed to get her running well now.
