Darin, they are for aiming USA DOT spec H5 headlights that came out on the 911 and 930 in 1987 quickly if the special tool is available.

The tool is placed over the headlight and lines up in position on those nipples.
The top of the tool has bubble levels that show when the headlight is adjusted according to USA DOT or department of transportation specs.

Most people adjust their headlights a little higher than the DOT specification from 23 years ago.

Inexpensive round DOT spec sealed beams from many many years ago had those nipples for the same reason.

All DOT spec headlights from years ago put out very little unfocused blurred light compared to euro code headlights.
