The twin scroll design isolates each bank to harness that pulse energy which reduces spool time and creates more power. One strategy is to use short tubes and get the pulses to the turbo as quickly as possible; another is to use equal length primaries and secondaries to tune the system.

This set of headers was made for use with a Garrett T4 twin scroll turbo. They are split plenum with separate waste gates for each equal length bank for a true divided and tuned system. I've posted this pic a few times but it is relevant to your question.
