As long as the gear selector teeth and synchro slider teeth are lined up correctly they will engage without pressing the clutch pedal. Otherwise don't force them without pushing in the clutch to let the input shaft and gearset selector teeth turn a little as you engage them or you will be causing wear to the selector teeth, and damage to the shift rods, shift forks, and synchro unit parts if you really force it.
