With camshafts, the usual bolt-ons (headers, muffler, intercooler) and proper tuning, I'd agree with that statement.

Some chassis dyno results for GT35R turbos near 1.0bar boost, 91-octane pump gas:
* 3.6T with EFI = 472rwhp/466rwtq @ 1.0bar
* 3.4T with EFI = 420rwhp/387rwtq @ 0.9bar
* 3.4L with CIS = 420rwhp/407rwtq @ 1.0bar
* 3.6T with EFI = 494rwhp/460rwtq @ 1.0bar
* 3.2L with EFI = 424rwhp/365rwtq @ 1.0bar

Engine dyno result from a client in England tuning his 3.3L C2T with Motec:
1.0= 450hp
1.2bar= 500hp (499.7hp)
1.1bar @ 3,000rpm

Can't give apples-to-apples comparison to the HF2 because we don't run the K27-based hybrids anymore. In our experience, there's too much to gain when you get away from the K27 turbine wheels and housings.
