That's not a GT3582R. Garrett casts just 1 style center bearing housing, and it includes M14x1.5mm coolant ports (doesn't matter if used or not, all housings have them).
I think I even know who made it (by the comp back plate style) but the machining looks a little less detailed than his usual work.
That looks like an "E" cover, 3" inlet/2" outlet, and 0.60A/R.

That's some journal bearing turbocharger, and a couple of quick measurements should confirm the specs:
* compressor wheel inducer (small inlet diameter)
* turbine wheel exducer (small outlet diameter)
