Very simple to so, IF you don't need/want heat exchangers. That's where the complexity and expense comes into the equation. We have fixtures for making no-heat versions with either factory turbo flanges, or flanges for Garrett GT turbos.

Off the shelf 993TT parts... are getting increasingly difficult to find used, and are really expensive new. Throttle body assembly, intercooler, scavenge pump (A/C compressor stand), air intake plenum -- each makes a Twin Turbo conversion loads easier, but are priced like those factory headers: $$$$
