So I priced a WUR rebuild... yeah right. Not until after I at least give it a try. So I pulled the WUR apart (careful, there is a spring in there), blew out the screen with very low pressure. Sprayed carb cleaner through the ports... a little more air, then screwed it back together.
System Pressure - 6Bar (88 PSI)
Cold Control Pressure - 1.8 Bar (25 PSI)
Warm Control Pressure - 3.65 Bar (50 PSI)

Dead nuts on what the specs say. Tomorrow (I have no muffler and kids are asleep) I will give it a try. (OK, I took a chance of my wife killing me and fired it up... it ran fine I think, but requires a little more outdoor voice time tomorrow to be sure of the fix)
