Yes that is correct, the accumulator will have fuel in the line as back wash from the fuel head circulation. To test dsconnect that line and plug then put a hose on the accumulator that goes to the ground. Run the pumps to full pressure then turn off and see what happens.

Hot running issue could be a worn out WUR. If the bi metalic strip is picking up engine heat it will continue to lean out the engine past spec.
