18 0z's is not very much. you need to find out if the compressor is cutting off while driving or sitting still. if you have a low pressure switch, that will turn off the comp if the low side is too low. there should also be a temp sensor that has a bulb that goes into the evaporator, if that is not working properly, that may give you some problems, but you need to figure out if the comp is on or off and if off, why.
also when charging, it is good to idle up a bit, also turn the AC fan on hi and recirculate. you also need airflow over the condensors. when i charge my brothers, i put a box fan on the rear deck lid, you could also put one in front.
i never saw where you posted the low side, what is it?
911's will usually have higher high sides, especially sitting still.

all systems need to have a vacuum pulled before charging. for one thing, it will make the pressures higher, and its not just a matter of air, its moisture. when you pull a vacuum, the vacuum boils off moisture in the system, that is also why there is a dryer, to help get rid of moisture.

feeze12 is just a blend of several other refridgerants, surprisingly enough, 134a is one of them, i think the highest content, but dont hold me to it, its been a while since i looked all that up.

i had to look it up.
