Alan is right. Your AAV (or is it really a regulator, thus AAR) is doing as it's supposed to do when cold. Mine idles at around 1400 when stone cold. The only negative thing about them is that after even a few minutes of shutdown on a warmed up engine, you get high idle once again at re-starting 'cause the valve has opened up due to the power having been cut to the heating element with the engine off. Kind of annoying is all.
