has any one used a raising rate reg (FMU) on a CIS turbo

i'm running too lean on top,13.6 afr . My tech suggested that I install a FMU from BEGI or from Vortex, it's a adjustable raising rate fuel reg, Saturday my tech and I installed it on the fuel return line just after the accumulator junction and a vacuum line into the brake vacuum line, Put the car on the dyno and did not work !!. what was suppose to happen is when the FMU see's boost it close's the adjustable diafram , which closes some of the return fuel, that should raise the fuel pressure , but it didn't work .

Why , well I think it should be installed before the fuel accumulator junction not after or it won't build pressure, that Next .

Has any one ever in stalled one of these units? I need some help with this.
