You have to remove all that stuff like your doing to adjust camber and caster and a heat gun will help soften it.
It's there to seal out water if it gets splashed up there. You don't have to put any back in if you never drive in rain. You can pull the carpet back and look to see if water got in after driving in heavy rain.
