I found after cleaning injectors they would act better for a short time and then return to poor spray patterns. Disection showed worn out parts inside the injector and particles of crud hidden that could break loose and create new issues. Most were internally rusted, which I am guessing is from EtOH in the fuel that mixes with water. Replacing the old injectors with new is very expensive but will show a significant improvement in tune type performance (start-up, idle, crisp throttle response and shut down).
