If you have steel flares you can also roll the fender lip flat and stretch the metal using a wooden baseball bat. I did this on my early 911, and on my VW bus. On the bus I gained 3/8"-1/2" more room.
I also undersize the backspacing so I can add up to a 1/4" spacer. I've found that the fenders aren't always symmetrical, so this lets me add a spacer to match the tire to fender lip distance on both sides. The 13x15's have a 7" backspacing, and the 11x17's have a 6" backspacing.
