WAG ... the carb's float/needle valve might be stuck "open" after all the gas evaporated/drained into the engine during its hibernation.

Either that, or your fuel pump pressure is too high (2.5 - 3 PSI tops), overpowering the needle valve and causing the engine to run rich or flooding.

Sure it's not a Weber progressive carb? That's the usual cheapo-weepo conversion from the original L-Jet FI.
