When i was a kid we used to have a chrysler newport that had police rims on it. The beads on those wheels were extra tight to prevent the tire coming off the rim during hard cornering or something like that. Any way when ever he got new tires they wouldnt seat on the beads when filled with air. there was always a space like you show in your pictures. So he had to always have the tire place put them on the car anyways, then he would go find a nearby parking lot and do circles as fast as he could in both directions until they seated with a loud pop. then back to the tire place to have the air pressure adjusted.
