Seems to me regular 24 hour cure JB weld would work for a smooth concave fillet around the outside that could be powder coated like you mentioned.
You could spread it on with a finger and use the backside of a small spoon like a bondo squeegee to spread it smooth and consistant around the circumference. Then sand it a little when it dries if needed.

Nice work you're doing! I'm looking forward to the finished motor.
