Most states don't give a crap. I lived in Vermont for 10 years. Anything over 15 years doesn't even get titled. Doesn't matter how much $ it cost. DOT, EPA? They don't care. I know someone who registered a Ducati 888 SP2 motorcycle in Vermont. That was a homologation model, never certified for road use in the USA. Easy peasy.
