Please do not touch the spark plug wires or the coil primary wires at any time without first disconnecting the battery. You are very lucky to be alive right now. Do not push your luck or you could wind up dead or in the hospital.

In my experience, the Perma-Tune will either work or not. You could have several things going on here that could result in your problems:

Intermittent trigger signal.
Distributor rotor out of phase with the distributor cap.
Intermittent run on relay.
Defective spark plug wire resistors.

I know you said "everything is new" and are assuming everything is right. If new was always right then JD Powers would not give out new car reliability awards. Rather than trowing parts at the car, I recommend using your factory shop manual and the correct diagnostics equipment. And by the way, your body makes a very poor Voltage meter.
