Skype uses P2P for the bearer channel so it is direct communications between the Skype clients. The control channel is the only thing that goes through their servers. Skype-to-Skype calls are not considered a telecommunications service.

Calls to/from the PSTN would be subject to telecommunications rules and therefore CALEA. The Skype client could be anywhere in the world. The VOIP bearer channel would be routed to a PSTN gateway (sometimes called a 'softswitch'). This would be the CALEA enforcement point.

The gateway would keep track of the Skype client IP address, which again, could be anywhere in the world. If you are suggesting that Skype records every phone call that goes through the gateways, I doubt it.

Could a Skype client on a smartphone send GPS location to the Sype servers? Possibly. Typically you would find that in the T&C's of the app (that nobody reads). But there are ways around that too.
