If the TOB is cocked at all and not exactly perpendicular to the fingers it can cause what you are seeing. That's the purpose of the guide tube on the trans, it makes sure the TOB stays perpendicular to the fingers. Otherwise it will do what you are seeing.
I agree and tried numerous times while spinning the PP and each time, no matter how it was positioned, the one spring compressed first and the other two wouldn't.
