Pat Williams Racing build a twin turbo 3.4L 700hp @ wheels with "only" ported twin plug heads and STOCK valve size 49mm as far as I know. 1 bar of boost. Nice car, and some 10 years ago. Properly used race gas, but E85 should be close enough today. And it used 4 gear 930 transmission btw. It won several races - see videos

Compared to your wishes and specs, it is quit similar but this one is using regular fan - see last link web for build pictures and descriptions

What do you have for your induction port sizes? Include runner diameter and port diameter?

If they are stock 930 heads with small ports they may be choking off flow. There are a few options.

-open the intake and exhaust ports on your 930 heads. A plunge cut on a mill is usually the best way.
-switch to 3.2 Carrera heads. You must have enough intake flow to take advantage of this.
- have Extreme or other place CNC port your heads. This will optimize flow and more importantly intake gas velocity.

Not sure what you currently have so I can not make more detailed recommendations.

It comes down to cams, peak torque RPM. Peak HP rpm. Flow rates at these 2 rpms. Boost level etc. It all has to work together and be optimized as a package.
