So it looks as though I have corrected the situation.

Re-installed my TiAL WG with a 0.5B spring. Re-installed my HKS EBC and was able to dial in just the correct amount of boost. Seems to hold rock solid.

Thanks to everyone here who took the time to contribute and especially Stephen Kasper who took the time out of his day to talk through my specific setup and the symptons I was getting.

I think what really clouded the situation was that I had been running a boost gauage that was providing some irregular readings which was what originally led me to disconnect the EBC and put the stock wastegate on in the first place.
