Question Diagnosing oil cooler fan issue

I have an '89 930 that I suspect may have a non functioning oil cooler fan. I pulled the relay and jumped pin 85 to ground and, with the key on, did not get the fan to come on. What is the next step in checking functionality? Anything short of pulling the cooler and bench testing the fan? Thanks for the help (pictures are always appreciated)

I applied 12 volt power directly to the fan wiring connector and the fan started right up. I suspect the thermostat or the wiring thru to the relay from the thermostat.

Update: I applied power directly to the fan plug next to the spare and the fan did not come on. I did a continuity test to the plug and got a tone. Problem with the fan?

There should be continuity ...I would try to move the fan blade with my hand to free a potential frozen armature ...you might have the brushes frozen in place on the armature and the applied currant isnt enough to beak them free..try it and then apply 12 volt to the connector feeding the fan and see if it comes on.
