Basically a shock works off viscous damping which is speed dependent. The shock therefore is a transient device. Now if you have less body mass to decelerate on the rebound with the same stiffness spring, then the ride will seem more bouncy unless you up the damping of the shock to compensate for it.
If you talk to Bilstein about mods they will make to custom tailor your shocks to your new torsion bars, it is amazing how much rebound damping they dial in.
