Engine Numbers

From the Porsche 911 Red Book, 1979 930/63 (California) engines have serial number of 6891001-on. 49 state cars have 6890001-on, but it states 1200 cars were made. Does this mean only 199 cars were delivered with the 930/63 engine.
Does anybody have clarification on 1979 930 serial numbers (chassis and engine).

I am trying to determine if the car I am looking at is a CA model or not.

Finally, I hear CA cars has lots of additional CIS smog crap. Is this true. What is actually different. Just the distributor and the vacuum line to the throttle body right?
I really need to know the actual differences, not whether I can pas smog with this set-up or that.
