erratic fuel pressure

I have been chasing the source of a seriously rough running engine.
I have tracked it down to erratic fuel pressure. For the first instant, there is fuel flow, but within 10-15 secs, the flow and pressure fail erratically at the injectors You can feel it pulsing at the air plate) .Engine never runs on 6 and finally down to 1 or 2 until dies.
Try again few minutes later , same thing. The pumps keep whining like there is no fuel to pump.
But there is plenty (30 litres fresh fuel and gauge just under 1/2).
But has all the symptoms of running on near empty tank - ie erratic fuel pick up.
Any suggestions?
The last thing I had done recently was calibrate all injectors - it was running fine then. A few days later, this problem.
