I think so, even if we totally bypass the WUR by tying the lines together to get the lowest CP, the plunger will still need a little force to operate, and the lever ratio will help. It might also help with resolution, large arm movement, small plunger movement.

That would clean things up nicely! But if you use a MAF, that may add a little plumbing, but not much. Just your typical MS1 with the built-in MAP might be easier for a prototype.
Like you, I think the trick is the proper actuator setup, with good resolution and accurate control, the electronic contol of actuator should be fairly easy.
