Identify hose: fuel odours

I have been chasing down a strong fuel odour in my car, strong after driving but will dissipate after sitting in garage after several days. the car has has many modifications by PO, EFI for one....

I think that the hose that I have capped temperately with duct tape might be source. Odour did not disappear completely when I capped this hose but it did "seem" to be less noticeable. This hose enters engine compartment from right side as pictured. Is this the hose that comes from the charcoal filter in front and should be connected into the intake somewhere? ie, part of fuel vapour management system. If not what is this hose?
