Dyno HP&Trq vs crank HP&Trq

I've been told that hp at the wheels is about 15-20% less than at the crank. Does anyone know if that rate is same in regards to torque?

I think 20% is too much.
I have heard 12-15 %

So, the torque is affected at the same rate as hp?

I use 15% in my dyno calculations and it usually comes out pretty close for stock engines.
