Ignition Timing Totally Confused

My 79' is a California car and has none of the factory pollution control equipment. I run 1.0 WG spring. S/C cams and K27. The factory manual shows one side of the distributor pot going to the thermal time valve. The other side of the pot to the control valve. Where should the line that should go the the control valve be connected now that the control valve is gone? What timing setting should I be using? Specs say 31+/- 4@4000. As I understand it when on boost the timing is retarded by pressure on the control valve side of the pot. Is this correct?

I answered most of my own questions after reviewing the manual.
