I have one of brain Leask WUR’s and was wondering what the part with arrow adjusts?

The part number on top of the warm up regulator might help you get some feedback.

Here's a schematic of the WUR. The thermal switch (what you're referring to) adjusts at what temperature the secondary heater is active. Below 20°C, the 42 ohm heater is active, and above that, the 2nd heater kicks in. This allows the engine to run more rich when cold, then warms faster above 20° bringing the control pressure up faster.
