Wastegate is either too small or the WG circuit has sharp bends or both.

That CHRA carries a different part number because it went through their exchange program.

The WG circuit isn't optimal on most aftermarket headers, and contributes to boost creep. The wastegate's pipe should be angled downward towards the engine where it joins the headers, so the exhaust wants to flow through the wastegate pipe when the WG opens. Unfortunately, many headers have this tube perpendicular to the headers' secondary pipes, and we've even seen some where it comes off the headers angled downwards toward the back of the car -- completely wrong.
Ideal configuration:

- shorten the WG pipe
- cut off and re-fabricate WG pipe
- install higher flowing WG, ex: Turbosmart Hyper-Gate 45, or Tial MV-R or
- all of the above
- replace OBX headers
