Your scenario is identical to mine. I went through all the tests that you are, or should be, doing.
Turned out to be the turbo seals. I am pretty sure that although the scavenge pump kept up while at idle, it couldn't at high RPM. Chris at TK gave me the heads up about that possibility. Rebuilt the pump with parts from TK and sent the turbo to Durabilt to be rebuilt. While you do need to test compression and maybe leakdown, I would be shocked if it were anything other than the turbo seals. Rebuild the scavenge pump if it is original (easy to do) and vent the catch can to make sure it is working after you fix your turbo. You can seal up the vent once you know you are good.
